November 3 agent guide: Claude Code 2.1.317 MCP and security controls
November 3, 2026 is a Claude Code control release. Version 2.1.317 adds a cloud-session MCP link card, Agent SDK onFailure block hooks, a prompt before web or shell tools send the account email, schedule connector warnings, and Claude apps gateway cost analytics.

November 3, 2026 closed the window with Claude Code 2.1.317. The release is about making MCP consent visible, failing closed when Agent SDK hooks break, and giving admins clearer spend and identity telemetry. It is not a new Claude model. Bacancy Technology reads it as the next control-plane step after October 30 write blocks and October 31 layered policy.
What shipped on November 3
| Change | Surface | Builder action |
|---|---|---|
| MCP link card in cloud sessions | Cloud sessions | Retest MCP OAuth and URL consent flows; confirm decline paths |
| Agent SDK onFailure: block | Agent SDK hooks | Set policy hooks to fail closed |
| Email send check for web and shell tools | Tool permissions | Verify the prompt appears before account email leaves the host |
| Schedule connector warning | /schedule | Remove connectors a new cloud scheduled task receives without request |
| Gateway cost report API | Claude apps gateway admin | Wire GET /v1/organizations/analytics/cost into spend reviews |
MCP consent that humans can see
Cloud sessions can host MCP servers that pause for a human to open a browser link. When that prompt stayed invisible, operators assumed the agent hung. 2.1.317 adds a link card so the user can open or decline. The same release also fixes project and local MCP servers that disconnected after the first turn in some Claude desktop sessions. For Bacancy Technology clients, the practical test is simple: run an MCP OAuth or link challenge in a cloud session and confirm both accept and decline paths return a clear server message.
Fail-closed hooks and quieter data leaks
Agent SDK hooks can now set onFailure to block. A broken callback no longer fails open into the action it was meant to police. Separately, Claude Code asks before a web or shell tool call sends the signed-in account email to the network. That is a concrete control against accidental exfiltration through tool arguments. Pair it with the October 30 write-directory block rather than treating either as enough alone: /blog/october-30-claude-code-write-blocks-2026.
Admin cost and schedule hygiene
The Claude apps gateway admin API adds GET /v1/organizations/analytics/cost for spend over a date range in total, per developer, per day, or per IdP group. Gateways with admin set also keep a daily record of each developer’s IdP groups for identity_retention_days. On the operator side, /schedule warns when a new cloud scheduled task receives connectors the user did not ask for. Those two changes matter for enterprises that already turned on pooled budgets on October 31: /blog/october-31-deepseek-superagent-claude-code-2026.
Pilot steps
- 01Upgrade fleets to 2.1.317Confirm claude --version, then retest one cloud MCP link flow and one desktop MCP server that previously dropped after the first turn.
- 02Fail closed on Agent SDK policy hooksSet onFailure to block for hooks that gate shell, network, or secret access. Prove the blocked path with a deliberate hook failure.
- 03Turn on cost analytics for shared gatewaysCall the new cost report endpoint and reconcile it against pooled_budget alerts from October 31.
Conclusion
November 3 is Claude Code hardening, not a model launch. Visible MCP consent, fail-closed hooks, email prompts, and gateway cost reports belong on any shared fleet that already adopted write blocks and layered policy. Keep Opus 4.8 fast mode migration on the calendar for November 30.
